In 1972 the Nebraska Legislature combined 154 special interest groups and districts into 24 Natural Resources Districts. Boundaries for these unique subdivisions were based upon hydrologic lines of river basins. Each District was assigned responsibility in the following areas:

  • Flood and erosion control and prevention
  • Water supply and ground/surface water programs
  • Pollution control
  • Waste management
  • Drainage improvement
  • Fish and wildlife habitat
  • Recreation
  • Forestry/range management

The Nemaha NRD's boundaries include all or parts of the following counties: Richardson, Nemaha, Johnson, Pawnee, Otoe, Lancaster, Gage, Cass.

Funding for NRD programs comes partially from local property taxes with assistance from state and federal grants and funds. A governing body of 21 elected directors represents the citizens of the Nemaha NRD.
