Nemaha NRD April 2010 Board Meeting Report

Tecumseh – The Nemaha Natural Resources District Board of Directors heard a presentation by Leroy Stokes and Arlis Plummer from the Natural Resources Conservation Service (NRCS) on information and plan designs for the rehabilitation of the Wilson Creek 8-H structure in Otoe County. This dam, built west of Dunbar in 1968, was originally designated as a low-hazard structure; but due to changes from the four-lane construction of State Highway 2, it has been upgraded to a high-hazard structure. Mr. Stokes told the board that the rehab will provide flood protection for an additional 70 years and would minimize the risk of loss of life. NRCS has designed the new construction plans and discussed them with the board. A public meeting is planned for sometime in June.

Action was taken by the Board for the construction of a dam located in Johnson County for Ed Bruening. Gyhra Construction, Pawnee City, submitted the low bid of $50,959.02 for the structure, which is slated for construction this spring. This project is funded through the NRD’s Small Dams cost-share program and landowner contributions.

Action was also taken by the board for spring repair work on an existing road dam, Wilson Creek 2-27, located in Otoe County. The low bid of $19,464.00 by Neuvirth’s Construction, Blair, was approved.

At the recommendation of the Program and Projects Committee, the board voted to return a $1,000 deposit to Tom and Tim Teten for a Muddy Creek dam. It is a policy of the NNRD to require a landowner to make a deposit on dams to be built, and then it is later applied to the final cost of the structure. Since this particular structure won’t be built or designed, the deposit was returned to the landowner.

Envirothon team members from Norris High School will again be competing at the State Envirothon competition this spring. Slated for May 1 at Alda, NE, the team will vie for top honors and a trip to the National Envirothon later this summer. The NRD board voted to again support the Norris High School team by providing their $100 state contest registration fee.

It was discussed with the board that the District had not yet received a performance bond from Rieger Lawn and Landscape, who had previously been awarded the three-year contract for the District’s mowing. Due to time constraints the board voted to allow Rieger Lawn and Landscape until close of business on April 16, 2010, to provide the necessary bonding. If they are unable to obtain the bonding needed, the board directed NRD staff to find another mowing contractor for a one-year contract.
The Executive Committee took no action on the FY2011 salary schedule.

Three applications for well permits were put before the board for approval. The first well, for municipal supply, is to be located on the north edge of Firth, by the Village of Firth; the second well, for irrigation, is to be located three miles south of Panama, by Harlan Doeschott; and the last well, for irrigation, is to be located 1.5 miles northeast of Brock, by RST Farms. Chuck Wingert, NRD Water Resources Manager, provided information to the board regarding the wells; and the board approved all three permits.

The next meeting of the Nemaha Natural Resources District Board of Directors will be held Thursday, May 13, 2010, beginning at 8:00 p.m. at the NRD headquarters in Tecumseh. Committees will meet prior to the regular meeting.
