Nemaha NRD July 2008 Board Meeting Report

Tecumseh – Several requests for variances to allow the issuance of well permits for new, high capacity wells were on the agenda for the Nemaha Natural Resources District board of directors at their meeting Thursday, July 10. The board gave the go-ahead for the following wells that will be used for irrigation: Nathan Bartels, 2 wells west of Elk Creek; Clayton Lange, 2 wells on McKissock Island (Nemaha County), and Lynn Binder, 2 wells southwest of Falls City. Applications for two more wells near Falls City and Rulo were not acted upon yet in order to allow more time to conduct an analysis of their impact upon other nearby wells.

Only two bids were received for the construction of a grade stabilization dam southwest of Tecumseh for Klaus Hartmann. The low bid of $47,328.35 from Gyhra Construction, Pawnee City, was approved. Funded through the NRD’s small dams cost-share program, Hartmann will provide 25% of the cost of the structure with the NRD paying the balance.

Appraisals to be used to in acquiring land rights associated with the Buck Creek Watershed project were reviewed by the board during executive session. Following the session, the board authorized the NRD manager to move forward with land rights negotiations for this project after a public hearing scheduled in August and according to statutory timelines. The Buck Creek dam is planned for construction near Peru next spring to provide needed flood control within the Peru Bottoms.

With the recent hazardous weather in the area, emergency watershed protection funds may be available through the Natural Resources Conservation Service for repairs to various projects. However, not all entities are eligible to apply for the funds. Therefore, the District was requested by the Nemaha County Rural Water District No. 1 to serve as the sponsor for the funds to help repair damage to their water lines. NRD Manager, Bob Hilske, explained that the District had served in a similar capacity following the 1993 floods. The District’s role would be to apply for and administer funds passing through from the NRCS to the Water District. Board approval was given for the District to sponsor the request.

A first look at the proposed budget for FY2009 was provided to board members prior to the regular meeting. Without final figures for both some of the expenditures and revenues, however, a more accurate picture of the budget won’t be available until next month.

The next regular meeting of the Nemaha Natural Resources District board of directors will be Thursday, August 14, 2008, at 8:00 p.m. at the NRD headquarters, 62161 Highway 136, Tecumseh, with committees meeting prior to the full board meeting.
