Nemaha NRD June 2008 Board Meeting Report

Tecumseh – Nemaha Natural Resources District directors selected a consultant firm to develop an all-hazard mitigation plan for southeast Nebraska during their meeting Thursday, June 12, 2008. JEO Consulting from Wahoo was approved for the contract to provide the plan which must be done by January, 2010. Five counties within the Nemaha NRD – Otoe, Pawnee, Richardson, Johnson, and Nemaha – partnered with the NRD to commission the planning, which is estimated to cost about $142,500. When complete the plan will address potential hazards within the various communities, counties, and the NRD so that in the event a hazard occurs, these entities will be in a position to receive assistance from state and federal emergency agencies.

NRD board members also began their FY2009 budget discussions Thursday night by reviewing some of the potential projects and larger expenditures expected for the budget. In addition they reviewed and approved a salary and benefits package increase for employees that results in a 4.64 percent increase over last year.

Three requests for variances to allow the issuance of well permits were approved by the board. The first permit for Herr Farms for an irrigation well north of Humboldt was held over from last month in order to allow time to obtain more information about the potential impact to Humboldt’s public water supply wells. A second request was from Twin Sycamore Farms for an irrigation well northeast of Humboldt. The last request came from Steven DeBoer for an irrigation well east of Firth. With no adverse impacts expected from any of the three wells, all three requests were approved by the board.

The board’s Programs and Projects Committee reviewed and discussed options for recovering expenses incurred to repair the slope of the spillway at Upper Little Nemaha Site 31-West located east of Bennet along Highway 2. These repairs were required to return the slope to its original design following some changes made by the landowner. A settlement with the developer and landowner which would reimburse the NRD for cost of materials was approved by the board.

Only one bid was received to provide janitorial services for the NRD’s administrative offices. The bid submitted by Roesener Cleaning, Cook, at the rate of $250/month plus $550/year for periodic services was approved. Roesener was the current contract holder for this service. This bid was for a three-year contract, renewable annually, beginning July 1, 2008.

Board approval was granted to serve as the grant applicant for another household hazardous waste collection grant. Five Rivers RC&D will administer the grant and carry out the actual collections with the District serving only as grant applicant on their behalf. The District is just finishing up a similar grant which provided not only for hazardous waste collections but also several used computer collections.

The next regular meeting of the Nemaha Natural Resources District board of directors will be Thursday, July 10 2008, at 8:00 p.m. at the NRD headquarters, 62161 Highway 136, Tecumseh, with committees meeting prior to the full board meeting.
