Nemaha NRD Oct. 2009 Board Meeting Report

Tecumseh – With only a handful of agenda items on their plate, the Nemaha Natural Resources District board of directors started and ended their October 8 meeting within the same hour. State law requires NRD boards to meet monthly, so the group moved quickly through the short agenda.

Bids were reviewed for the repair of Wilson Creek Watershed structure 12-3 located north of the village of Otoe. Four bids were submitted for the work with B.A.B., Inc., from Adams gaining board approval of their bid totaling $18,624.84. Repairs include replacement of the principal spillway tube and riser and are scheduled to be completed within 40 calendar days.

A second set of bids was also reviewed by the board but this time for a much larger project. Six bids were submitted for renovation and restoration work at Iron Horse Trail Lake near DuBois in Pawnee County. This project includes construction of a sediment basin, removal of sediment from the lake bed, and construction of other in-lake fish habitat structures and fishing access improvements. Shanahan Bros. Construction, Inc., of Lincoln submitted the low bid of $1,928,832.29 for the project, which is estimated to take nearly 18 months to complete. Funds for this project are coming largely from the Nebraska Game and Parks Commission as well as from an EPA Section 319 grant. Iron Horse Trail Lake, which is operated by the Nemaha NRD as a public recreation area, will remain closed throughout the duration of this project.

Olsson Associates engineers provided the board’s Programs and Projects Committee with information regarding a potential drainage project for the village of Firth. No action was requested of the NRD at this time; however, it is anticipated that some support could be requested next spring when the planning is expected to be complete.

In their final action item, the board approved a resolution adopting changes to the 457 retirement program offered to NRD employees. Revisions were made so that this plan, which is optional and funded entirely by the employee, would match the 414(h) retirement program, which is mandatory and funded jointly by the NRD and employees.

The next regular meeting of the Nemaha NRD board will be Thursday, November 12, beginning at 7:00 p.m. Committee meetings will begin at 6:00 p.m. Agenda item requests must be submitted no later than 4:30 p.m. on the day before the meeting.
